● Russia and Mongolia signed an agreement to form a joint end of the year equal venture for the production of natural uranium. The agreement was signed in Ulan Bator to the end, the negotiations between President Tsalhiagin Elbegdorj Mongolian and Russian Dmitri Medvedev, who is visiting in the Mongolian capital. It 'an important signal that comes from a continent where there is now a problem with North Korea. As for the man the Kremlin's view is that the chance of the celebrations dedicated to the 70-th anniversary of the Battle of Khalkin-Gol. Medvedev, in this regard, said that Russia and Mongolia strongly reject any attempt to rewrite the history of the Second World War and of falsifying his results. The victory over the Japanese troops
put an end to the threats that fact on the eve of World War II had to face not only the USSR, but the whole world.

To open the celebrations in Ulan Bator was the laying of wreaths at the monument to Marshal Zhukov Gheorghij that in May-September 1939 led the operation against the Japanese troops. For them it was a total defeat that changed the course of history, because Japan was not forced to enter the war as an ally of Nazi Germany. Indeed allowed to transfer, from the Far East to Moscow, the troops who contributed much to the defense of the Soviet capital of '41. He now says Russian historian Andrei Volodin: "The victory of Khalkhin Gol had a great significance as it shows that Japan in Tokyo agreed not to attack the USSR. In a sense Khalkhin - Gol anticipated success of the Red Army in August and September of '45. Today, Russia turns to the east, in order to balance its foreign policy, strengthening the friendly relations with Mongolia. To establish relations of strategic partnership the two countries' presidents signed a document announcing a multi-directional cooperation.

MOSCOW FEARS KOREA THE NORTH: ARMA BOUNDARIES

Carlo Benedetti

● There was never between Moscow and Pyongyang have a great love. Except, of course, the brackets of the war when the Soviets ran in 1950 to support the North Korean army committed against the Americans. Times change. And now the Kremlin - no longer tied to ideological schemes - a row in the Far East missile defense system to prevent possible attacks from North Korea. And it is a story intended to upset the Asian geopolitical swings between different interpretations and applications. Why Moscow concerned by recent missile tests by North Korea (especially of that nuclear test near the northeastern city of Kilju with a capacity between 10 and 20 kilotons, the equivalent of American bombs in Hiroshima and paved '45 Nagasaki), on the eastern front is mobilizing, organizing a sophisticated missile defense system, capable of preventing attacks. And everything is made even more dramatic if Beijing thinks that - just with diametrically opposed reactions - is always on the side of North Korea by imposing, especially the U.S., not to do too much pressure on Pyongyang on human rights issues and reunification. And the protection of Beijing and then another value: North Korea may be agitated as a threat against real and potential in the area, and the Chinese capacity to control this threat increases its weight internationally.

And this is a typical passage on a policy that hopes that new technologies generate new policies.

Meanwhile, the confirmation of the unexpectedly Moscow's decision comes from the Russian general, Nikolai Makarov, who - by opening new scenarios - states that the troops of Putin-Medvedev can count at this time of some divisions equipped with S-400 (air missiles) as collateral security against North Korean missile launches failed. All this is put in place - Makarov points - also to avoid any debris falling onto Russian territory. And suddenly the nightmare becomes reality.

The news rekindled fears of a military escalation in the region, just as they were getting further signs of detente on the part of North Korea. The government Pyongyang has in fact reached a major agreement to restore the channel humanitarian who takes charge of organizing the reunions of Korean families, separated by the war of 1950-1953. This point was made the spokesman of the Ministry 's South Korean Unification, Chun Hae-sun, confirming that North Korea has accepted the offer of Seoul for a series of meetings under the auspices of the Red Cross, the first of its kind in nearly two years. The family reunions between North and South - you know - were inaugurated in 2000 following the first, historic inter-Korean summit, held that year in Pyongyang between the leader, Kim Jong-il, and the former South Korean president, Kim Dae-jung (Nobel prize for peace), who died in recent days.

Through these events, which took a total of sixteen times (always loads of events to skepticism and dissent), it is estimated that, even if temporarily, could have been joined by about 23,600 South Koreans and 12,500 North Koreans, while more than six hundred thousand citizens South which is estimated to still have relatives in the North. Despite everything, the U.S. has declared that the pattern of sanctions against the Pyongyang regime must go on. Said Philip Goldberg, head of U.S. implementation and the strengthening of UN sanctions against North Korea, during the press conference at the Embassy U.S. Embassy in Tokyo, which closed its mission in recent days in Asia, during which he also visited Singapore, Thailand and South Korea Goldberg noted that the U.S. is also having very good cooperation from China, the 'closest ally of Pyongyang. After recalling the recent visit of former U.S. president, Bill Clinton, for the release of two journalists in North Korea condemned to twelve years of hard labor, Goldberg took a positive attitude softer than North Korea. Our objective, however, is a process leading to nuclear disarmament at the end of the production and proliferation of missiles weapons. "This - said the diplomat - is what Resolution 1874 seeks to achieve."

on the assumption of direct dialogue between Washington and Pyongyang, the U.S. official has categorically ruled out an alternative path of dialogue to six-party talks (involving the two Koreas, China, Japan, Russia and the U.S.), confirming once Once any bilateral negotiations between the United States and North Korea on the nuclear issue will remain within that context. But it is also true that the Northerners to knock on the door of Obama have chosen the only way they know and that is nuclear blackmail.

Meanwhile, South Korea will make the lives of North Korean refugees and organizations from the center of Hanawon precisely that - set up by the South Korean government to Anseong in the province of Gyeong, bordering the North - for the first time in ten years opens its doors. Since 1999 has hosted more than 14 thousand dissidents in Northern Ireland. Inside, three-month courses to "overcome the trauma of the Communist dictatorship" and learn the rules to "survive" in the South

Hanawon since 1999 For more than 14 thousand dissidents have completed the three-month program of integration into South Korean society. At the beginning it housed about 150 people today, including walls of protection and security measures, it can accommodate up to 750. A second government center, 250-dissidents, was initiated Yangju, in the northern part of the province.

And the South Korean Ministry of Unification (in an attempt to obscure and prohibiting any kind of reflection) explains that in 12 weeks, the refugees following a program of physical and psychological recovery of 50 hours. Other 135 hours are devoted to courses to help the North Koreans to fit in a modern society, capitalist and competitive. Refugees are finally given the opportunity to learn a trade and guaranteed a sum of just over $ 2,300 U.S..

The questions concerning the future management of North Korea seems wrong to expect that Pyongyang will sooner or later the Chinese reform policy. The new leader has repeatedly warned his countrymen against the danger of the adoption of liberalism, noting: "Socialism is incompatible with capitalism. If you adopt capitalism in a socialist society, this will certainly lead to social chaos produced libertine individualism. " In light of such speeches, even if you can to provide a possible North Korean perestroika (economic reform only), there will be no glasnost (political pluralism) in the near future.

North Korea is currently in crisis do not have much choice about his political future. Having lost the Soviet model, if it adopted a draft medium-term change would be nothing that the Chinese model. In this sense, one can assume that the future of the North Korean system will depend largely on the economic success of China.

And one more question on the policy closely geomilitare Pyongyang. It should be remembered, in fact, that after the collapse of the communist bloc, North Korea plunged into an economic crisis has been avoided even if its final disintegration. Suffer from a shortage of key raw materials such as oil embargo imposed by the West and the suffocating every day. It is therefore understandable that wants to restore normal diplomatic relations with Western countries, especially the United States. But long proclaimed the independence of its economy in a harmful waste of time. Although this is partly true, foreign economic aid is matter of life or death for a relatively small country.

We know, finally, that this economic crisis has worsened as a result of the end of the USSR. Moscow has stopped supporting Pyongyang after having been for decades one of the two great supporters. Not having much choice, the government has tried to approach northerner in Washington, trying to also maintain good relations with the government in Seoul. It seemed then that the sudden death of Kim Il-Sung, (July 8, 1994) was to interrupt this process. Some Western observers predicted the collapse of the extreme communist bastion. Others predicted the outbreak of war between the two Koreas. Now, it is clear that without Kim Il Sung, North Korea is no longer the same. But the fear of another war, fed by some Westerners, is based on nothing. Kim Jong-Il, son and successor of Kim Il-Sung, that, emphasizing the continuity of its policy of openness inaugurated by his father.

Yet the division of Korea and the Koreans will require a psychological and real border between the two sides passing the 38th parallel. Because it is a psychological barrier that prevents almost any kind of exchange, whether personal, economic or cultural. The citizens of both countries are undergoing major limitations. And the South Koreans, North Korea is the most distant village in the world. Real because the 38th parallel, established in 1953 by the Armistice Agreement, is now a real frontier to the extent that the UN recognizes two states in the peninsula. This division has a decisive influence on the identity of Korea.

calculation errors are always on the horizon and possible consequences. It involves - at par - the two capitals.
